Contributors can copy content from an area that they do not have Editor permission and paste it to a Space that they have Editor access.
The other way round - contributors copy content and allow them paste in areas where they are'nt editors - might result in content duplication, security issues in big enterprises etc.
Do share your usage scenario for allowing contributors to paste in areas where they have no editor rights.
